Kalanianā‘ole Avenue Reconstruction Project Update

Over the past year, Hawaiʻi County has engaged in discussions with Goodfellow Brothers to reach an agreement on a scope change for the Kalanianā‘ole Avenue reconstruction project. The change was necessitated due to the adjustment of final paving materials from asphalt concrete to Portland cement concrete, which was required to provide better protection of subsurface utilities in the roadway.

The estimated cost of the project with asphalt was $18 million. That estimate was bumped up to $22 million.  A successful agreement between the County and Goodfellow Brothers was unable to be reached, and therefore the decision has been made to terminate Goodfellow’s contract.  No legal action is anticipated at this time.

The original project start date was in March of 2018 and the original estimated completion date was December of 2020. The current total amount of the contract is $14,877,767 and the current paid to date contract total is $7,060,659.  Retainage of 5% has been withheld on progress payments. No liquidated damages have been assessed.  DPW has no additional information on changes to cost.

DPW will immediately engage a new contractor to assume management of barriers, markings, and general roadway maintenance to ensure the public’s safety in the construction zone.  Additionally, DPW is preparing a bid package to engage a contractor to complete remaining tasks for the project, which include additional drainage work, water line relocation, concrete paving of main roadway, and asphalt paving of shoulders.  DPW will solicit new bids from all qualified contractors in January 2022 and expects a new contract to begin by April 1, 2022.

The County of Hawai’i will consider and process all eligible claims for vehicles allegedly damaged by the rough roadway.  Claims are received by the County Clerk’s office and processed in the office of Corporation Counsel.  DPW does not have any information regarding amount of claims pending or what the claims entail.
