Governor Josh Green, M.D. Announces Seventeen Appointments

Yesterday, Governor Josh Green, M.D. announced a second round of nominees to serve as Director and/or Deputy Director and other appointed positions for state departments.  With these selections, Gov. Green identified a Director for every state department.

In a statement Governor Green said, “Today’s nominees and appointments join a group of high caliber individuals with strengths in their respective fields. Together, the cabinet will work to make housing more affordable, bring down the cost of living, and work every day to make government more efficient through strong communication and collaboration.”

Director Appointments include:

Sharon Hurd, Chair for the Department of Agriculture
Hurd has over 14 years of experience with the Department of Agriculture, most recently as Business Development Program Manager.

Dawn Chang, Chair for the Board of Land and Natural Resources
Chang brings over 30 years of experience working on land rights and Native Hawaiian issues with experience as a Deputy Attorney General and as a Commissioner on the State Land Use Commission.  She currently serves as the principal of Ku‘iwalu, a Hawaiian woman-owned consulting firm.

Ikaika Anderson, Chair for the Hawaiian Homes Commission
As Honolulu City Council Chair, Anderson partnered with then-Lt. Governor Green to bring Hui Mahi‘ai ‘Āina (a kauhale-style tiny-home village) to Waimānalo in 2019.

  • Katie Lambert Ducatt, Deputy to the Chair for the Hawaiian Homes Commission
  • Dean Hazama, Deputy Director for the Department of Commerce and Consumer Affairs
  • Gordon Ito, Insurance Commissioner for the Department of Commerce and Consumer Affairs
  • Tammy Lee, First Deputy for Administration for the Department of Transportation
  • Dre Kalili, Deputy Director for Harbors for the Department of Transportation
  • Robin Shishido, Deputy Director for Highways – Department of Transportation
  • William Oku, Deputy Director for Law Enforcement for the Department of Public Safety
  • Michael Vincent, Deputy Director for Administration for the Department of Law Enforcement
  • Mark “Dutch” Hanohano, Sheriff for the Department of Law Enforcement
  • William Kunstman, Deputy Director for the Department of Labor and Industrial Relations
  • Kristen Sakamoto, Deputy Director for the Department of Taxation
  • Scott Glenn, Director of the Office of Planning and Sustainable Development
  • James Koshiba, Governor’s Coordinator on Homelessness

Governor Green is developing advisory councils for his housing strategies and plans, as well as a special team that will advise and work on implementing the spending plan for the $600 million appropriation to the Department of Hawaiian Home Lands.

Governor Green expressed his appreciation for state workers by authorizing 2 full days of administrative leave on Friday, December 23 and Friday, December 30, 2022.  Executive Memorandum 22-04 was issued to departments detailing the policy.
